Legal bases and duties
If not otherwise determined by the Higher Education Act, the extended senate is responsible for the following issues according to § 20a:
- nomination of the extended senate members in the selection committees via the corresponding member groups in accordance with § 23, section 6 and § 25, section 2
- advisory opinion on the university’s annual report
- election of the Equal Opportunities Officer according to § 27a
- election of the Diversity Representative following § 27a
- decisions regarding distinctions and honours, with the exception of the responsibility for honorary doctorates
- agreement on a code of conduct regarding conditions of employment of university employees.
In accordance with to § 21 of the Higher Education Act, the senate has an advisory function in matters of research, teaching and study courses that either affect the university or represent an area of common interest. If not performed by the university council, the senate supervises the presidium’s management. If not otherwise determined by the Higher Education Act, its responsibilities include:
- resolutions regarding the constitution
- resolutions regarding the university’s statutes according to the Higher Education Act
- election and dismissal of the president, vice president and chancellor
- decisions regarding the university’s research priorities, issuance of indications and regulations concerning the responsible handling of the freedom of research and the establishment of ethics committees
- agreement on the university’s research report
- resolution regarding the budget plan
- resolution regarding the university's structural and development plan
- advisory opinion before completion of target and performance agreements
- advisory opinion and proposals on establishing, modifying or cancelling of study courses
- advisory opinion on suggestions made by the faculties
- decisions to establish, modify or cancel institutions of faculties or common institutions and branches regulated in § 18, section 3 in accordance with the constitution
- decisions of common interest regarding the promotion of young scientific and artistic talent
- advisory opinion on examination regulations of the faculties before authorisation by the presidium, enactment of examination procedure regulations, enactment of interdisciplinary examination regulations where necessary, and the enactment of regulations for post-doctorate and doctoral degrees
- advisory opinion on special research projects
- resolutions regarding the distribution of financial, material and human resources including corresponding statutes, in particular the regulations on remuneration of professors and members of the presidium with the exception of the president him or herself.
